                Donghai Laboratory is one of the ten key provincial laboratories constructed during the "14th Five-Year Plan" period by the People's Government of Zhejiang Province. It is a new-type research and development institution established by the Zhoushan Municipal Government, jointly built with Zhejiang University and the Second Institute of Oceanography, Ministry of Natural Resources. It implements the director responsibility system under the leadership of the council, and has established a strategic advisory committee, an academic committee, and a party organization. Academician Zheng Jinyang serves as the director of the laboratory. At present, the laboratory has three administrative departments, including the Comprehensive Management Department, the Human Resources Department (Party and Mass Work Department, Talent Office), and the Research and Development Department, as well as four research centers: the Marine Environmental Sensing Research Center, the Marine Dynamic System Research Center, the Marine Green Resources Research Center, and the Advanced Marine Technology Research Center.
